Whenever an offence has been committed whoever knowing or having reason to believe the same to have been committed receives or retains any person whom he knows or has reason to believe to have been a party to such offence in order to screen such person from legal punishment or who offers or agrees to screen such person from legal punishment shall be punished in the like manner and to the like extent as if he had harboured that person under the preceding sections.
