A person is said to make a false document or false electronic record who dishonestly or fraudulently makes signs seals executes transmits or who causes to be made signed sealed executed or transmitted any document or part of a document or electronic record knowing that such document or electronic record or part thereof was made executed or attested was so made executed attested or affixed by a person who did not have authority to do so or who at the time of making the signature seal execution transmission or attestation of the document or electronic record was in a state of mind that renders any consent given by him ineffective.
