Whoever being a public servant or any other person entrusted with the management custody or care of any property belonging to the Government wilfully and with intent to defraud falsifies makes a false entry in or alters any book account voucher or other document relating to such property shall be punished with imprisonment of either description for a term which may extend to three years or with fine or with both.
